Inclusive Notary Services
Why does The Center Project offer notary services? Notary appointments, which require showing valid, government-issued IDs, can be both cost-prohibitive and anxiety-inducing for LGBTQIA+ community members. Many of the processes that require notarization are potentially dysphoric and/or LGBTQIA+ people have been historically barred from participation.
What is an inclusive notary appointment? All appointments will be handled with the utmost care and respect. When signing up, people are directed to use their preferred names. Legal names will only be used during the ID verification and signing process and will never be spoken aloud.
What can people get notarized? There is so much that needs to be notarized! Some of the processes that have the highest need for inclusive notary services include: name change, gender marker change, adoption, guardianship, custody, wills, power of attorneys, and more.
How do people sign up? Schedule an appointment below, which includes information about what to bring to the appointment.

Change in Regulations from the Department of Revenue
In August 2024, the Department of Revenue (DOR) quietly changed their regulations for updating your gender marker on your state ID. Previously, Form 5532 was signed by any healthcare provider indicating that a gender change was appropriate. At this time, Form 5532 is no longer in use, and you must provide a court order, or a letter from a surgeon or medical provider.
According to the DOR, “Customers are required to provide either medical documentation that they have undergone gender reassignment surgery or a court order declaring gender designation to obtain a driver license or non-driver ID card denoting gender other than their biological gender assigned at birth.” (Missouri Independent, August 2024)

Name Change Court Order
Summary of Process
One of the first steps in legally changing your name & gender is securing your Certified Court Order for Name Change. This document will be required for updating your name on all of your other legal documents.
An important decision to make is whether to hire a lawyer or represent yourself. If you hire a lawyer, they will help you navigate the Court Order process. It is also 100% possible for you to do this without legal representation.

Gender Marker Change Court Order
Summary of Process
Missouri does not have existing forms for changing your gender marker, so you must create your own petition to the Court. The process is elsewise very similar to the name change process.
Many places do not require a Court Order to change your gender marker, so you may decide you do not need to file for this. However, one significant place that does require a Court Order is changing your Birth Certificate.

Missouri Driver / Non-Driver License
Summary of Process
Your supporting documentation does not need to be in your legal name yet, but it must be in either your former or legally changed name reflected on your Name Change Court Order.
Beginning in 2025, a REAL-ID will be required to board domestic flights, so you may want to consider applying for this type of license.
Documentation Needed or Required
Missouri Birth Certificate
Summary of Process
Birth certificates are amended in the state they were issued, so if you were born in Missouri, you must amend your birth certificate through DHHS in Missouri. Your Court Orders can be issued from another state.

Social Security Administration
Summary of Process
Your social security card only reflects your name, not a gender marker. There may be reasons you do or do not want to change your gender with the SSA, like if it impacts your healthcare coverage or could lead to you being outed at work.

Documentation Needed or Required
US Passport
Summary of Process
It is much easier to get a passport than you might expect!
Even if you don’t plan to leave the US, we recommend getting a passport. It is an accepted form of ID almost anywhere and doesn’t require proof or a Court Order to document your gender correctly.
It can take 3-4 months to get your passport after you have applied.
